By the time the ambulance arrives, it has already been decided.

Cardiac arrest today, suspected heat stroke next. A dispatcher can reach a hundred trained people within two kilometres in seconds, send the nearest one to the patient and another to the closest AED, and time-stamp every step. Almost nowhere does that happen.

One response, recorded second by second. Most jurisdictions cannot produce this record at all.

Why this exists

  • In a cohort of 384 cardiac arrests across the Northern Emirates, a public AED was used in 0.5% of cases.

    Batt et al., 2017

  • In a Toronto cohort, survival fell as building height increased, with no survivors above the 25th floor.

    Drennan et al., CMAJ, 2016

  • No central registry links pre-hospital and hospital data, so the true scale is unknown.

The Scramble platform

Register

Maintain an accurate register of verified responders, AEDs and building access.

  • Current
  • Trusted

Alerting

Dispatcher-initiated alerts reach eligible responders and AED-finders within 2 km in seconds, for any emergency where minutes decide.

  • Smart rules
  • Nearby
  • Fast

Operational record

Dispatch, acceptance, arrival, interventions and outcomes are time-stamped at source for full auditability.

Who this is for

Jurisdictions and health authorities

A jurisdiction-wide register, dispatcher-initiated alerting and a pre-EMS record. Governed locally, auditable throughout.

Property owners and managers

ERPVE verifies readiness inside the building, from entrance to floor, and recertifies it on a cycle.

About ERPVE

Partners and researchers

The response creates the data: coverage analysis, AED placement and pre-EMS evidence that does not exist today.

How the network improves

Every audit closes gaps. Better data powers smarter alerts. Smarter alerts create cleaner data. The cycle continues.

  • Audits reveal gaps in people, AEDs and access.
  • Better data improves alert precision and reach.
  • Cleaner responses generate complete records.
  • Stronger records drive better policy and placement.
  • Each turn strengthens the network.

The response does not stop at the front door.

Scramble covers the public domain, from the dispatcher incident to the pre-EMS record. ERPVE begins where the public domain ends, at the building entrance, and closes the vertical last mile.

  • Entrance and access protocols, security and building management.
  • Lifts, floors and internal routing, where the minutes are actually lost.
  • Verified on-site AED availability, not a device on a floor plan.
  • Certification and recurring reassessment, feeding verified data back into the register.

Readiness does not stop at the entrance either. Sites, outdoor areas and the working environment are part of a property's exposure.

Who we are

Scramble Systems

We build operational infrastructure that helps communities respond to cardiac arrest faster and smarter.

Our platform works across dispatch centres, EMS systems, health networks and property portfolios.

Founded by experience

Scramble was founded by Stijn Bijker, who works at the intersection of emergency medicine, data and operations.

From ambulance service leadership to clinical practice, the mission is the same: turn information into life-saving action.

Built for public service

We partner with public agencies, health systems and building owners who take response seriously.

Transparent. Auditable. Accountable. That's how trust is earned.

Where we are

August 2026

The platform core is built. We have formally submitted our applications, including to the Hub71 Life Sciences accelerator in Abu Dhabi, and we are waiting on a response. Scramble is not yet operating in any jurisdiction; the first deployment is what we are building towards.
